A Final Public Hearing was held on the Borough of Wilson’s HOME
program application and CDBG 2005 grant application on March 28,
2005 at 7:00 p.m..  The meeting was called to order by President
Bob Reiss.

Also present were: Mayor David Perruso, Code Enforcement Officer
Paul R. Corriere
Ms. Pandl opened the Public Hearing for CDBG 2005 by reviewing
the activities Wilson Borough had planned to fund by this year’s
entitlement.  A copy of the draft application has been on file in
the Borough Secretary’s office for the public’s review.  The
proposed program activities for CDBG 2005 are as follows:
Public/Community Facilities (Ballfield)   $25,701.00
Housing Rehab                             $45,000.00
Aerial Fire Truck Acquisition             $58,486.00
Traffic Safety Equipment                  $ 9,145.00
Administration and Planning               $19,365.00*
Total					  $157,697.00
*Administrative costs is not to exceed 19% of the total grant
Ms. Pandl will be finishing the work on the HOME program
application after the CDBG application has been filed.
Ms. Pandl informed Council that the Borough has a higher
percentage of unexpended funds for the past several years CDBG
programs due to the delays in the Fisk field project and our
housing rehab/HOME program.  She expects us to be back on track
this year.
Mr. Klass did not feel that having to pay the $2,355.00 to gift
the artifacts to the Pennsylvania Historical and Museum
Commission was fair.  Ms. Lilly inquired whether we could get a
picture of the artifacts.  Ms. Lohrman informed Council that if
the Borough chose to reject gifting the artifacts to the state
addition documentation in the form of detailed photographs and
measurements would be required.  An additional fee would be
required to do the documentation.  Mr. Reiss suggested paying the
fee to gift the artifacts and get the project going.
Ms. Lilly inquired whether Ms. Pandl had put together the
criteria for hiring someone to work with the HOME program once it
began.  Ms. Pandl indicated that she was willing to meet with the
HOME committee once the application was submitted.  Mr. Reiss did
not feel the meeting was necessary until the application was
approved.  Ms. Pandl reminded Council that there were some funds
available for housing rehabilitation in our CDBG programs.
Mr. Klass inquired as to when our CDBG programs would be affected
if funding did not continue.  Ms. Pandl replied that the funding
elimination could begin as soon as next year.  The most critical
funding would be for the payment for the new aerial ladder truck.
Motion by Mr. McGowan to approve Resolution 1116 approving the
preliminary activities and the use of funds for FFY 05 CDBG
program.  Second by Mr. Starniri.
Motion by Mr. Klass to approve the expenditures relative to the
gifting of the artifacts to the Pennsylvania Historical and
Museam Commission and to execute the appropriate documents to do
so.  Second by Mr. Starniri.
With no further comments, Mr. Reiss adjourned the Public Hearing
at 6:55 p.m.
