A Second Public
Hearing was held on the Borough of Wilson’s proposed HOME Program application
and on the
CDBG 2005 grant application on February 28, 2005 at 7:00 p.m..
The meeting was called to order by President Bob Reiss.

In the absence of Sara Pandl
because of the inclement weather, Ms. Lohrman reviewed for Council the
information regarding
the Borough’s 2005 CDBG application and the HOME program application.
The CDBG applications are due on April 8, 2005.
Entitlement funding has been decreased by approximately 10%. The Borough’s allocation for 2005 would be
approximately
$157,697.00. Ms. Lohrman inquired
as to whether there were any other activities that Council wished to consider.
As no one
had any additional suggestions, the proposed budget is as follows:

*Administrative costs is
limited at 19%.
Ms. Lilly inquired as to
whether the Borough should consider using the Emergency Management Tax to
purchase the traffic
safety equipment instead of using CDBG money.
As the Borough has not passed the new tax, the general consensus
was
to proceed with purchasing the equipment with CDBG funds.
Council also discussed the
possibility that President Bush would eliminate the CDBG program beginning next
year. Ms. Lohrman
had already sent letters to our Senators and Representative about the importance
of the program to Wilson Borough. A
tentative
meeting with the entitlement communities in Lehigh and Northampton counties has
been scheduled for this week.
Ms. Lohrman will be attending the meeting.
Moving on to the HOME
program, Ms. Lohrman reviewed the Fair Housing Policy and the preliminary
activities and use of the
HOME program funds. As there are
between 60 and 70 applications currently on file for housing rehabilitation, the
Borough
wishes to proceed with a HOME program application of $500,000.00.
The final CDBG and HOME
program Public Hearing will be scheduled for March 28, 2005.
Being no further business to
discuss concerning the topics of the Public Hearing, Mr. Reiss adjourned the
Public Hearing and opened the Council Meeting.
