WILSON BOROUGH NORTHAMPTON COUNTY PENNSYLVANIA OCTOBER 22, 2007 The Second Meeting of the Council of The Borough of Wilson was held in the Guy B. Tomaino Public Safety Building at 2040 Hay Terrace, President Feinberg called the meeting to order at 7:00 p.m. Roll call followed. PRESENT: Leonard Feinberg, President James McGowan Joan Lilly David Schug Bob Reiss David Williams Louis Starniri Ron Nixon ABSENT: James Klass Also present were: Solicitor Louis S. Minotti, Jr., Mayor David S. Perruso, Superintendent Greg Drake Chief Richard Nace, Code Enforcement Officer Paul Corriere READING OF THE MINUTES: The Minutes of the October 8, 2007 Council Meeting were approved on a Motion by Mr. McGowan. Second by Mr. Williams. PRESENTATION OF MATTERS BY PERSONS PRESENT: None COMMUNICATIONS AND PETITIONS: 1. Two bids were received for Housing Rehab Project for William Richebacher at 1514 Lehigh Street. The bids were as follows: 1. S.J Sawyer & Company - $12,600.00 2. Dutt Construction - $12,775.00 COMMUNICATIONS FROM THE MAYOR: None COMMUNICATIONS FROM THE BOROUGH MANAGER: 1. Merchants Bank of Bangor has a 12 month CD with an APY of 5.25%. The rate they had proposed previously was for a Money Market Account. Motion by Mr. McGowan to roll the CD over at Merchants of Bangor for a 12 month term. Second by Mr.Nixon . 2. Simplex Grinnell has proposed a price for the access control system for the Fire Department in the amount of $6,239.00. Motion by Mr.Starniri to have the system installed. Second by Mr.Nixon. 3. Model Floodplain Ordinance from Lehigh Valley Planning Commission was given to Attorney Minotti for review. 4. The Borough has received an Excess Interest Award for 2007 for the Wilson Borough Non- Uniform Pension Plan (48-111-3N). The award is in the amount of $58,013.98. The Borough has also received an Excess Interest Award for 2007 for the Wilson Borough Fire Pension Plan (48-111-3F). The award is in the amount of $39,311.11. In the past, Council has allocated the funds back to the Municipal Accounts. Motion to credit all monies in Excess Interest Award for Non-Uniform Pension Plan and the Fire Pension Plan into Municipal Account by Mr.Starniri. Second by Mr. Nixon. 5. Fisk Field plans are available in the Borough Office for everyone to review. GENERAL GOVERMENTMENT: None FIRE: None POLICE: None PUBLIC WORKS: 1. Mr. Drake informed Council that the Borough purchased the sewer trunk from the City of Easton at an auction on October 22, 2007. The amount was $25,000.00 for the trunk. PARKS AND RECREATION: None ATTORNEY: 1. Mr. Minotti informed Council they have to reinact the Local Service Tax by December 31, 2007. Mr. Minotti will call PSAB for a sample Ordinance and take care of the matter. 2. Mr. Minotti has received the Arbitration Award for the Police Grievance on overtime. Mr. Minotti will hold a meeting with Officer Shull to discuss the settlement. MECAB: None OLD BUSINESS: None DEFERRED BUSINESS: 1. Chief Collins and Mr. Feinberg are still working together on the ordinance for the landlord rental units . They are hoping to have it in place by the new year. 2. Wilson hosted the Two Rivers COG meeting on October 17, 2007. A discussion was held on Mutural Aid agreement between COG members. The agreement is still a work in progress. NEW BUSINESS: 1. Ms. Lilly inquired if a Council person could open and close the community center and receive payment for it. She believes it may be against the Borough Code. Mr. Feinberg asked Mr. Minotti to look into the matter. 2. After a discussion on the Community Center rates, a Motion was made by Mr. McGowan that everyone will pay $200.00 dollars for the rental fee. The price would include the kitchen. If a special rate is requested, they would have to come to Council. Second by Ms. Lilly. Affirmative votes were cast by: Mr. Feinberg , Ms. Lilly, Mr. McGowan, and Mr. Nixon. Negative votes were cast by: Mr. Reiss, Mr. Schug, Mr. Starniri, and Mr. Williams. Motion was tied at four to four vote. Mayor Perruso voted negatively. Motion was defeated by five to four vote. 3. A Motion was made by Mr. Reiss for the community center rate to $100.00 dollars for Lion members and Borough employees. Weichert Realtors and public rental rate will be $200.00 dollars. If a special rate is requested, they would have to come to Council. Second by Mr. Nixon. Affirmative votes were cast by: Mr. Reiss, Mr. Nixon, Mr. Schug, Mr. Starniri, and Mr. Williams. Negative votes cast by: Mr. Feinberg, Ms. Lilly, and Mr. McGowan. Motion carried by a five to three vote. ORDINANCES: None RESOLUTIONS: 1. Resolution 1152 - Authorizing Expenditures of General Municipal Pension System State Aid. Motion by Mr. Reiss. Second by Mr. Schug. BILLS AND ACCOUNTS: Bills of $183,225.56 were paid on a Motion by Mr. Nixon. Second by Mr. Starniri. Mr. Feinberg has requested a Caucus on personal matters. ADJOURNMENT: Ms. Lilly made a Motion to adjourn at 7:55 p.m. Second by Mr. Williams and Council concurred.
